Disney World is changing!

Each of the parks has been taking on new and significant changes like entire lands closing permanently, classic rides changing, and new lands being added. There has also been conversation online asking when a 5th park will be added to the Walt Disney World resort, and we finally have some more insight on that conversation.
On June 27th, 2025, the Central Florida Tourism Oversight District held a meeting focused on changes to the 2045 Comprehensive Plan. The District, previously known as the Reedy Creek Improvement District, is the governing jurisdiction and special taxing district for the land within the Walt Disney World Resort.

The 2045 Comprehensive Plan outlines the plans and intentions for future development and growth around Walt Disney World, including changes to the theme parks. Throughout the meeting, the meeting documents shared how the plan has been updated to meet State requirements, and the board voted to unanimously approve the plan.

Disney World will be changing even more!
While the meeting ranged on many topics, one discussion seriously made our ears perk up. In the meeting documents, the board shared that, “During the next 20 years, the District’s development is expected to occur in those areas identified as suitable in the above analysis. The largest areas of suitable land are located west of Animal Kingdom, between World Drive and I-4, between Osceola Parkway and US 192, around Lake Mable, north of the Magnolia Golf Course, east of the Magic Kingdom parking lot, and west of Disney’s Hollywood Studios.”

It noted other areas that have been “identified as suitable” for development are scattered around Walt Disney World resort, and each of those sites has less than 100 acres available. The documents continued to share that “Development will also encompass areas deemed marginally suitable and marginally unsuitable as long as extensive (and more costly) improvements are made to meet requirements of the District’s Long Terms Permits and Land Development Regulations.”

So… what does all of this mean? It essentially tells us where Disney can continue to grow and expand over the next 2 decades. It also shares that Magic Kingdom, Animal Kingdom, and Hollywood Studios all still have room to expand! Below, you can see the map of locations around the district that are deemed suitable and unsuitable for development. The meeting documents did note that land currently deemed unsuitable can be made suitable through extensive and costly changes.

The documents also confirmed what we feared: there are no plans for a 5th park for now. They noted, “Although Table 2-1 (Maximum Development 2025- 2045) allows for development of one major and two minor theme parks, there are no plans under review. Approximately 850 acres would be required for these uses.” You can see Figure 2-1 below.

The District also shared a map to give us a clear look at the undeveloped land around the property. The documents confirmed that “approximately 50 percent of the District, including most of the Reedy Creek flood plain, will remain undeveloped.”

So while they have confirmed there is no current plan for a 5th gate, they have also shown us that it is a possibility! They specifically mentioned two new minor theme parks for 2035 and a new major one for 2045, so don’t count out the possibility just yet.

In all seriousnesss, this isn’t very newsworthy as I thought pretty much everyone knew a year ago that plans allowed for a fifth park.
Wow they are so desperate to deflect attention from Epic Universe by trying to hype people up for something that probably will never happen.
Disney parks are generating healthy revenue. The massive land area that Disney has in central Florida was purchased with future expansion in mind. A fifth major park is almost a definite. If successful, a sixth park will follow, etc.
