Flying has changed a lot over the course of the last decade. Where airlines once charged just one fee for a flight, they now all pretty much charge for everything from choosing a seat, priority seating, checked bags, and even carry-on luggage.
However, some airlines, at least those that fly in Europe, are facing further restrictions on at least one of those fees. Europe is in the process of further limiting airlines in charging fees for carry-on luggage.
According to France 24, the European Parliament adopted a position earlier this year that all airline passengers should be allowed one free personal item and one free carry-on up to 100 cm and 7 kg. However, the position stated that airlines could still charge for larger or extra bags brought onto an airplane. Now, though, the European Council wants to make those rules a little stricter.
The new position is that a free personal item should be allowed up to 40 x 30 x 15 cm, which is basically the size of a bag that would fit under the seat. Airlines can still charge for larger bags, and they have the right to gate-check bags. This would apply to all flights in Europe, but also on flights departing the European Union (which includes flights headed to the U.S.).
However, low-cost airlines can often offer low airfares due to these additional fees. Some airline industry experts warn that this could drive up the cost of airfares for those airlines. Regardless, negotiations are underway with members of the European Council, and an agreement on the new rules could be reached over the next few months.
