The Central Florida Tourism Oversight District (CFTOD) recently released information for its meeting on June 27th, 2025. The agenda includes a public hearing on amendments to the district’s current comprehensive plan, Comprehensive Plan 2045, which is intended to “provide the basis for future decisions regarding land use, development, conservation, and infrastructure.”
The plan serves as the district’s policy on land use. It provides a framework for expansion while “managing growth, protecting the environment, ensuring health and safety, and enhancing the quality of development.” The plan shows potential development and expansion over the next twenty years, but ONLY outlines potential development at Disney World. Just because the plan allows for specific development does not mean Disney will actually follow through with all of the approved development.
The plan outlines the potential for constructing additional hotels, adding more minor and major theme parks, adding commercial space, and building offices/support facilities. Within the plan’s land use analysis section, we got a hint that Disney likely won’t stop building new hotels anytime soon. The plan indicates that on an average day in 2023, the district accommodated about 85,000 overnight guests in its resorts. However, “because the demand for accommodations within the District frequently exceeds the supply, additional hotels and resort units will be construction by 2045.”
By 2045, average overnight guest population could reach as high as about 102,183 in 2025 and 139,461 in 2045 if Disney constructs all the hotels and resort units provided for in the maximum development thresholds and assuming an 85% occupancy rate.
Based on the plan, Disney World often has more demand for hotel rooms than it can accommodate, so it is likely we won’t see a slowdown on new hotels anytime soon. Disney is already hard at work constructing the new Lakeshore Lodge which is expected to open in 2027. This hotel will be a new Disney Vacation Club Resort hotel that is “inspired by the majesty of nature and its enduring influence on Disney artists.” It will occupy the former home of Disney’s River Country water park near Disney’s Fort Wilderness Resort & Campground.
It is very likely that Lakeshore Lodge will just be the beginning too, as Disney tries to keep up with demand for hotel rooms over the next twenty years. Stay tuned to DFB for all your Disney World news!
